If you like make your designs in vinyl, you can do it! First, draw your final design. Download Blender and transform your flat design in 3D object (you’ve many tutorials, great community and is free software). Becareful with your 3D design more complex, more expensive 
Now you’ve a virtual toy, then look deeply in Internet for the best manufacturer (becareful with qualities&prices), normally you go to China, India or a near country. Just wait till your container arrive at home and all is ready, you’ve got it!!!
If you’ve some money and like an easy way, we can do all for you. We can make 2D, 3D designs, package design and create vinyl toys for you. About price, well show us your design and we can tell you (but remember more complex, more expensive). Price can change if you use too much colors, if have movable parts, if is a big toy! See vinyl toys are really simple!
Cause I like know prices when visit a site, I tell you an example. If you like a vinyl of 10 cm of height, no movables parts (or just arms), no complex shape, max 4 colors and just a white bag like package, we’re talking about 3-4 euros per each toy and between 2000 and 5000 pieces. Transportation isn’t include in price.
